Advocacy Accomplishments

Federal—Postal

  • October 2013: December 2013: DMAAction Alert asking members to help Senator Tammy Baldwin (D-WI) preserve the CPI postage cap by supporting her amendment to the Postal Reform Act of 2013.
  • September 2013: DMA’s Senior Vice President of Government Affairs Jerry Cerasale testified before the Senate Committee on Homeland Security and Governmental Affairs in a hearing on the state of the U.S. Postal Service, as well as to discuss the Postal Reform Act of 2013.
  • August 2013: DMAAction Alert urging members to write to the USPS Board of Governors and encourage them not to file for an exigent rate increase.
  • August 2013: As part of the Affordable Mail Alliance, DMA sent a letter to the USPS Board of Governors voicing its opposition of a potential exigency rate increase. The letter also requested a meeting with the Board of Governors to ensure that USPS is fully informed before making a decision on filing for an exigent rate.
  • June 2013: The Postal Regulatory Commission promulgated a change in the baseline for the calculations of First-Class Mail presort discounts. A DMA-supported petition had previously asked the PRC to conduct a rulemaking to establish a new discount baseline.
  • June 2013: The Affordable Mail Alliance, including DMA, was reestablished to fight the expected USPS proposal to raise postage rates.
  • April 2013: DMA’s Senior Vice President of Government Affairs Jerry Cerasale testified before the House Committee on Oversight and Government Reform’s Subcommittee on the Federal Workforce, U.S. Postal Service and Census in a hearing entitled, “Ahead of Postal Reform: Hearing from USPS Business Partners.”
  • January 2013: Upon DMA’s encouragement for USPS to begin more aggressive cost cutting measures, USPS instructed its management to speed up the timetable for mail processing plant and Post Office closings and consolidations.
  • December 2012: DMA supported USPS’ filed revised postage increases for Standard Flat Mail in a filing at the PRC, telling the PRC that it should approve the revisions in order to eliminate confusion for mailers concerning the January 2013 postage increases.
  • September 2012: DMA’s Senior Vice President of Government Affairs Jerry Cerasale hosted a webinar to explore the state of USPS finances and the prospect of legislative reform.
