Meet the Advocacy Team

Emmett O’Keefe

Senior Vice President, Advocacy

emmett-okeefe-318x318Emmett O’Keefe is the Data & Marketing Association’s Senior Vice President of Advocacy. In this role, he heads the Washington, D.C. office and leads DMA’s advocacy efforts at both the state and federal levels.

Mr. O’Keefe has more than twenty years of experience working on policy matters, building relationships, and developing advocacy strategies to successfully advance legislative and regulatory priorities.

Before joining DMA, Mr. O’Keefe has held a range of leadership positions in industry – including Amazon and Cablevision Systems Corporation – and in the U.S. Congress.

He joins DMA from Cablevision where he led federal lobbying efforts as Vice President, Federal Affairs. Before Cablevision he served for nearly eight years as a Director of Federal Public Policy at Amazon where he was responsible for developing policy positions and representing the company before policy-makers. Prior to Amazon, he spent more than a decade on Capitol Hill as a senior legislative aide to members of the House and Senate Commerce Committees; serving as a Senior Leadership Advisor to Senator Byron Dorgan and as Legislative Director to Representative Ron Klink.

Mr. O’Keefe holds a Bachelor of Arts degree in English and Political Science from Marquette University and a Juris Doctor from the Howard University School of Law. He resides in Kensington, Maryland with his wife and their two children.

Christopher Oswald

Vice President, Advocacy

chris-oswald-headshotChristopher Oswald is Vice President of Advocacy for the Data & Marketing Association. Mr. Oswald is responsible for DMA government relations and advocacy efforts in Congress, regulatory agencies and all 50 states. Mr. Oswald is a member of the DMA senior leadership team, and serves on the board of the Digital Advertising Alliance (DAA).

Mr. Oswald directs DMA’s various policy groups and serves as DMA’s representative to federal and state legislators, agencies and industry government affairs and advocacy groups. Mr. Oswald is the treasurer of DMA’s Political Action Committee and directs DMA’s litigation efforts, including the DMA’s successful case before the United State Supreme Court, DMA v. Brohl.

Prior to joining the DMA, Mr. Oswald served as Director of State Government Affairs for Reed Elsevier, Inc. and was Director of State Government Affairs for the Mortgage Bankers Association. Mr. Oswald has also worked for the American Legislative Exchange Council, advocated on behalf of the National Rifle Association, served as an aide to Congressman Bill Baker, volunteered in California Governor Arnold Schwarzenegger’s legislative office, and worked on a variety of campaigns.

Licensed to practice law by the State Bar of California, Mr. Oswald earned a J.D. and Governmental Affairs Certificate from the University of the Pacific, McGeorge School of Law. He holds a B.A. in International Political Economy from Whitworth College. He lives in Alexandria, Virginia.

Mark Micali

Government Affairs Consultant

(Rodney Choice/Choice Photography/www.choicephotography.com)Mark Micali is a consultant to the Data & Marketing Association’s Government Affairs Department. Based in Washington, D.C., Mr. Micali supports DMA’s advocacy efforts by broadening the Association’s presence on Capitol Hill, and coordinates DMA’s Political Action Committee, Direct Voice PAC.

Mr. Micali has had a long career in government affairs, including having served as DMA’s Vice President/Government Affairs from 1992 to 2008. During his previous tenure at DMA, Mr. Micali represented DMA on Capitol Hill on the full range of the Association’s legislative issues. He also served as treasurer of DMA’s Political Action Committee, Direct Voice PAC. Mr. Micali also created and coordinated DMA’s “Capitol Hill Days” program, which brought industry executives to Washington to lobby Members of the House and Senate important to the direct marketing industry.

Earlier in his career Mr. Micali worked for six years on Capitol Hill for the late Congressman Dan Rostenkowski of Illinois where he was responsible for advising the Congressman on all legislation coming to the Floor of the House of Representatives for consideration. After leaving Capitol Hill, in addition to the DMA, Mr. Micali lobbied for a variety of industries, as well as having served as treasurer of four different political action committees for both trade associations and corporations.

Mr. Micali holds a B.A. with a double major of history and political science from Bowdoin College, as well as an MBA in accounting from George Washington University. He resides in Arlington, Virginia with his wife and their two sons.
